Former Attorney General and Retired Superior Court Judge Richard S. Gebelein, brought diversion courts to Delaware and along with former Superior Court Resident Judge Vincent A. Bifferato (1936-2014) developed modern mediation in Delaware.
Now, Connor Bifferato, Richard Gebelein and the members of The Bifferato Firm bring their unique perspective and experience to litigation as well as mediation and arbitration proceedings.
Connor Bifferato
With a success rate of greater than 90%, Connor Bifferato has mediated well over 1,000 commercial disputes, including commercial bankruptcy litigation, secured lender disputes, general corporate litigation, creditors’ rights issues and appellate resolution.
He also frequently serves as an arbitrator for single and triple panel, binding and nonbinding arbitrations.
Experienced as lead counsel in complex litigation, Connor also frequently teams with out-of-state lawyers who need access to Delaware’s courts, which are renowned as primary forums for national and international corporate litigation.

Richard S. Gebelein (In Memoriam 1946-2021)
Having served within the legal arena both nationally and internationally for four decades, Judge Richard S. Gebelein is highly regarded as a judicial authority. As a judge for the Superior Court of Delaware for 21 years, he presided over a myriad of trials and appeals, including felony, civil, state board and agency matters.
On a global platform, Judge Gebelein has been a Rule of Law Officer with the Office of Staff Judge Advocate, Combined Forces Command in Kabul, Afghanistan, and an international judge for the State Court of Bosnia and Herzegovina in Sarajevo, Bosnia. Currently, he is the Chief of Party, United States Agency for International Development (USAID) Justice Sector Development Project II, a three-component Rule of Law Project in Bosnia and Herzegovina designed to enhance the independence and effectiveness of the judicial sector.
In addition to his domestic and foreign judicial service, Judge Gebelein was elected attorney general for the state of Delaware from 1979 to 1983. He was also the chief deputy attorney general for the Delaware Department of Justice, a member on the first Disciplinary Counsel for the Delaware Supreme Court, a chief deputy public defender, a state solicitor for the Delaware Department of Justice and a private practice attorney.
